Who are we?

LusNIC brings together the entities responsible for the management, registration and maintenance of the top-level domains (ccTLD’s, country code Top Level Domains) in Portuguese-speaking countries. These entities, also called registries, represent: .pt, from Portugal, .br, from Brazil, .cv, from Cape Verde, .gw, from Guinea-Bissau, .st. of São Tomé and Príncipe, the .ao of Angola and, since September 2023, the .mz of Mozambique.

History

The history of LusNIC

The Portuguese language has approximately 280 million speakers with Portuguese being the 5th most spoken language in the world and the most spoken language in the southern hemisphere. Recent data have shown that on the Internet, Portuguese is the 5th most used language; on social networks – Facebook and Twitter – it ranks 3rd, with approximately 32 million Portuguese outside their countries of origin.

A meeting of common wills and needs led those responsible for managing these registries, namely: Associação DNS.PT, (Portugal); AGER – General Regulatory Authority, (São Tomé and Príncipe); National Communications Agency (ANAC), (Cape Verde); National Regulatory Authority for Information and Communication Technology (RNA-TIC), (Guinea-Bissau) and the Information and Coordination Center of the .BR Domain – NIC.br, (Brazil) to reach an agreement to formally establish LusNIC, as a private law association with the purpose of multilateral institutional cooperation between Portuguese-language registries within their areas of intervention.

The existence of organizations such as the Council of European National Top-Level Domain Registries (CENTR), the Latin American and Caribbean Association of ccTLDs (LACTLD), the Asia Pacific Top Level Domain Name Association (APTLD) and the African Top Level Domain Association (AfTLD) with an identical regional nature, where cooperation and development of a common objective is already pursued in the assumption of a common geographic location.

This initiative came about on 23 September 2015 at a formal session organized within the scope of E-Show 2015. 

All the legal representatives from the aforementioned entities were present for the signing of the public title of the LusNIC constitution. This represents the first step in what is expected to ensure that productive work is accomplished in the areas of intervention described.

INFOSI is the National Institute for the Promotion of the Information Society and the registry of .ao, the top-level domain corresponding to Angola. It is a public institute providing services of a scientific nature and technological development, supervised by the Ministry of Telecommunications, Information Technology and Social Communication.

The Núcleo de Informação e Coordenação do Ponto BR – NIC.br is the .br registry, the top-level domain corresponding to Brazil, and was created to implement the decisions and projects of Comitê Gestor da Internet no Brasil – CGI.br, which is responsible for coordinating and integrating Internet initiatives and services in the country.

The ARME – Agência Reguladora Multissetorial da Economia is the .cv registry, the top-level domain corresponding to Cape Verde. As an administrative and independent authority, it performs the administrative activity of technical and economic regulation of the communications, energy, water and urban and interurban public transport sectors.

The ARN - Autoridade Reguladora Nacional is the .gw registry, the top-level domain corresponding to Guinea-Bissau, and its purpose is to support the coordination, supervision and planning of the information and communication technology sector, as well as the regulation, supervision, inspection and technical representation of this sector.

The Associação DNS.PT, .PT, is responsible to ensure the correct operation and maintenance of .pt, the top-level domain corresponding to Portugal, and continuously promote, at a national level, the use of the internet.

The AGER – Autoridade Geral de Regulação is the registry for .st, the top-level domain corresponding to São Tomé and Príncipe, and is also responsible for regulating and supervising the telecommunications, postal, water and electricity sectors and services.

INTIC-National Institute of Technology Information and Communication is the .mz registry, top-level domain corresponding to Mozambique, being responsible for regulating, supervising and oversee the TIC sector. Its genesis was the Policy Implementation Technical Unit Information Technology (UTIC), created in 2002 to advise the Government on the introduction of ICT, having this statute hold until 2014, when it was transformed into the current form of a public institute.
